Based on the egregious conduct of the acting POTUS and the Congressional
support of his actions to weaken and destroy the United States,
and the January 6 hoax perpetrated by the Speaker of the House,
and the contrived January 6 Congressional Hearings,
plus the Biden family blatant maneuvering to engage the US in a
war with Russia following Russia's demand to Ukraine
to remove the Bio-Weapon labs near the Russian border,
we expect that in the foreseeable future,
our current form of government will be replaced
with a proposed new structure, as follows:

As we start over, here are suggested changes:
1) Revamp the existing form of the US Government.
a) Return the city of Washington to Maryland [Montgomery and Prince Georges Counties]
b) Vacate all federal buildings and return those vacated properties to States/Counties ownership
[federal buildings in the city of Washington would be transferred to Maryland which
can convert these properties to private or city ownership for disposal in sales, or conversion
for public use, or demolition. Federal properties, to include all CIA facilities in Virginia would
be transferred to Virginia.]
c) The US Government would become the "Republic of the United States of America" [RUSA]

d) Convert the new-federal District of Columbia to a Federal National Park District;
the focus being on the "history of the US as it became corrupted by political
parties and the center of child trafficking by our politicians".
(1) The Capitol Building becomes a Museum and Tourist Center
(2) The House and Senate Office buildings can be converted to apartments and/or hotels
(3) The White House becomes a Tourist Center
(4) The Pentagon reconfigured to its original purpose as a Hospital for Military patients
[thus the paucity of stairwells and elevators with ramps between floors]

descriptions of dates and locations
discovered/recovered.
(d) All technology [ancient and advanced]
will be fully catalogued with photographs
and with restricted patents to be fully
explored by scientists and engineers for
citizen utilization.
(7) All monuments and museums will be maintained on the
Budget of the RUSA Federal National Park District.
(8) A contracted security force will be hired to safeguard the District properties.
a) Capitol Hill Police force will be eliminated [complete with prosecutions]
b) Restructure federal Law Enforcement Community [LEC] agencies
(1) Retain the Border Patrol Police
(2) Assign federal Marshals to the Treasury of the Republic
[it never has been!]

(a) FRB is now a subset of the Treasury Department;
(b) its building will be fenced off as a museum;
(c) it will have no control over the Treasury of the American
Republic [since it was suborned to the Treasury Department by Trump];
(d) the Federal Reserve Note will no longer be accepted as
American Republic currency;
(e) FRB functions will be absorbed by the Treasury Department.

(10) The American Republic Treasury will resume control of printing/engraving/dispensing
of the RUSA Currency - to be backed by gold and/or silver.

and rebuild as necessary.
The issue of the Military was fundamental to the question of State versus Federal sovereignty as it had a direct impact on citizens and their civil liberties. The crux of the problem, as envisioned by the the Delegates to the Congress, was to properly apportion the power of the Central Government with that of the States and the People.
The Constitution states:
“The Congress shall have Power To '…raise and support Armies,
but no Appropriation of Money to that Use shall be for
a longer Term than two Years'….”
Alexander Hamilton argued,
“These powers
[of the federal government to provide for the common defense]
ought to exist without limitation.”
Problem:
The American anti-federalists feared a standing Army would dominate the new nation, but agreed that one was necessary to protect against foreign intruders. Militias were scattered, and generally untrained.
[Although the Military is forbidden by the Posse Comitatus Act
from conducting police actions, President Clinton reportedly dispatched MG Wesley Clark (Commander of the 1st Cavalry Division) to attack the religious community in Waco, Texas, on the false premise of "protecting" the community children;
Clark's Military attack resulted in 126 men, women and children shot or burned to death by US Army forces - in spite of the fact that the religious leader [David Koresh], had invited the local sheriff and the senior FBI agent in to inspect the compound].
-- Subsequent analysis reflected that Koresh had committed no crimes and the children were not being harmed.
Currently, our federal Military budget is massive: $800 Billion!

Sadly, our Military Establishment, since the Vietnam War, has become an elitist club of bemedalled prancing popinjays who wear the uniform as a mockery to the heroes who actually sacrificed life and limb to protect the freedoms of the US.
Solution:
Maintain a small federal Military Command Force organized to act as a unifying structure
with the National Guard and Reserve units of each State. Manpower can, as needed, be
drawn from the States. Every combat soldier is backed by 10 non-combat Soldiers, plus contractors for support. The ratio for National Guard and Reserves is significantly less.

Weaponry has advanced sufficiently to obviate the need for massive manpower requirements, and future wars will likely be fought on a technological basis, including Drones, Neuro-Weapons, Directed Energy Weapons (DEW), and Robotics, or the Dreadnaught
3,000 feet long air/spacecraft, fires millimeter-sized frozen hydrogen pellets into a 20 million degree fusion plasma stream - disintegrating its targets.

Current weaponry fires a pulse-plasma beam melting tanks and reducing concrete bunkers
to dust [as in the WTC]. This weaponry was first used in the second Iraq war and has
unlimited line-of-sight destructive power no matter what the distance.
Individually, the States' National Guard manpower would be responsible for guarding their own borders [plus national borders and responding to local disasters]. Since most National Guard units were deployed for combat duty in the Middle East, they are, for the most part, as, or more proficient as the Active Duty forces. Further, they are now fully trained to integrate with Active Duty and other Reserve and National Guard units.
The federal Military Force [e.g., Joint Forces Command] would be limited in size and provide specialized training and would structure a central Table of Organization and Equipment [TOE] with National Guard and Reserve units designated for integration into the Federal Force in time of a National Threat.
(a) Each State would retain its National Guard force,
augmented by existing Military bases equipped with
equipment, facilities and armories in those States.
(1) Existing Army and Air Force units would be
transferred to the control of the State
Governors and Adjutants General
(2) Joint Forces Command would be a skeletal,
command element which would assume
responsibility for administration and finance
for the integration of all Military units into a
single command in times of national crisis.
(3) The Special Operations Command [SOCOM],
Navy, Marines, and Coast Guard would remain under
the command of the POTUS and oversee the integration
of National Guard units TOE in times of national crisis.
(b) National Guard units would be funded by the individual States;
the Federal Military Force would be under the
command of the POTUS, funded by the national budget.
(c) In time of war, overall command of the combined Military
forces would revert to the POTUS as Commander in Chief.
(d) A Navy and Marine Corps would be components of the
a federal force since land-locked States would not need
a Naval force.
(e) A Coast Guard would be required to guard the national
external borders, rivers, the Great Lakes, canals and
waterways.
(f) Readiness Exercises [Field Training (FTX) and Command Post
(CPX] would be conducted on a regular [TBD] basis to ensure
all components are fully integrated to respond to a National
Threat.
(g) Withdraw from, and cut financial/military support for NATO
[it is now a financial parasite on the US, serving no legitimate purpose,
and is also recognized as a conduit for Drug and Human Trafficking].

1) Created and commanded a FORSCOM mobile unit
which trained nearly 1000 National Guard, Reserve,
and Active Duty units in all components of tactical Intelligence,
via both Command Post [CPX) and Field Training

How to restructure the Government
Restructure Congress
a) Problem:
Congress was established as a formal group of US Citizens to represent them in the American Republic on issues of privacy, personal wealth, and security, but ultimately, to protect the Rights of the Citizens - and to ensure the abuses the Colonists suffered under the brutal rule
of the British Crown were never to be endured again, particularly by their own government.

Any man who says he is an American, but something else also, isn't an American at all.

[Today, many in Congress or the Senate are not US Citizens, or equally troubling, they have
Dual Citizenship, with little or no allegiance to the US. The Constitution requires US citizenship
to serve in Congress.

Ilhan has become a radical lightning rod in Congress, frequently condemning the US;
she's routinely come under criticism for misuse of campaign funds, and she's been
observed in clandestine meetings with foreign Intelligence officers.
Many of our foreign born politicians did not meet the criteria for eligibility to run for political office.

Today, Congress has become the embodiment of the British Crown, Taxing and Spending with no controls, and imposing totalitarian controls on the very Citizens it was elected to represent.

[The Contempt crime derives from British Parliamentary Law; it originally targeted bribed politicians, but in 1857 (with Southern Congressmen and Senators speaking harshly of Congress), the North's component made Contempt of Congress a crime!]
[This was a primary element leading to the creation of, and secession by the Southern Confederacy - leading to the Civil War.]
Essentially, the Contempt of Congress Law Amended the Constitution - but, Congress by-passed
the Constitution for its own convenience -- to ensure Citizens were not allowed to challenge Congressional actions.
[There are more than 100 US citizens in a DC jail because they demonstrated at the Capitol Building.]
[Currently, the majority of Conservative Americans hold Congress in Contempt.]
Ultimately, Congress has become a millionaires' club of two-faced lying, cheating scoundrels who conduct Wall Street Insider Trading and/or accept massive bribes from corporations or foreign governments
a) Feinstein: $1.1 Billion;
b) Nancy Pelosi: $136 million;
c) Maxine Waters: $10 Million]
Keep in mind: Salaries of these politicians are roughly $200,000 per year;
it's impossible to become a millionaire on a government salary.
Congress, in combination with corrupt Presidents, has expanded the US government to
embody a massive collection of Departments, Agencies, Law Enforcement entities, and an
out-of-control Intelligence Community - all of which create rules and regulations with the force of law, to include targeting American Citizens whom Congress has depicted as "potential terrorists"
[Senator Feinstein declared Military Combat Veterans "potential terrorists].
Not acknowledged by much of the American public, Congress has created the Deep State - consisting of a massive bureaucracy and government contractors which now constitutes the
Fourth Branch of the US Government -- which has no accountability to the US Citizenry.
(1) By concentrating Congress as a single body in a central location [Washington, DC], Congress
insulates itself from its Constituents. Today, if you try to contact your elected politician, the
probability is that, at best, you'll get a form letter or email response, which does not address
the issue you've raised.
(2) Politicians, gathered together in one location, tend to form internal allegiances based on
political alliances and Party allegiances -- but not the interests of Citizens.
(3) Committees rarely result in solutions to evident problems, but almost always lead to some
form of legislation which limits citizens' rights, spends considerable money, and creates
still another perpetual government entity!

(4) Legislation, for what-ever reason, inevitably leads to more spending with no visible results,
other than to financially benefit the constituent[s] of one, or a group of politicians in DC.
(5) Congress, as a body, has entered an uncontrollable and unaccountable mode, now spending
Trillions of dollars on meaningless programs - leading to a greater tax burden on citizens,
with comments such as Pelosi's statement
"You can read it [the legislation after we pass it!]
(6) There is a federal and local tax on virtually every aspect of citizens' lives and assets, draining

millionaires through Insider Trading and bribes from
corporations and foreign governments

8) Originally, Members of Congress and Senators
served relatively brief terms, and then returned
to their previous careers.
Today, we have professional politicians who have
never been otherwise employed in their lives
(Bernie Sanders has never held a non-political job - and is now a millionaire);
they have no business experience, yet they make laws governing the conduct of business.
(a) House of Representatives: 115 Members of Congress served between 36 - 59 years
John Dingell (D-Mich) spent 59 years in the House
Robert Byrd (D-W.Va.) spent 51 years in the Senate.
b) Solution:
Eliminate CAREER-PROFESSIONAL POLITICIANS and neutralize Political Parties!
Eliminate the Deep State and dissolve the current structure of Congress,
Replace both Houses with the original concept of Congress:
i.e., To be elected by, and to become the voice of the citizens.
The foregoing is the background you'll need to understand the
proposed solution to the totally corrupt US governmental system.
This corruption has endured since the beginning of our Republic,
but we've merely highlighted the existence of the Deep State in recent years.
The Deep State:
This un-elected component [called the Fourth Branch of Government] creates regulations enforceable by law, and manipulates Congress to create legislation establishing the power of the Deep State as a ruling entity -- more powerful than the British Crown of the Colonial Period.
These international bankers and Rockefeller Standard Oil interests
control the majority of newspapers and the columns of these papers
to club into submission or drive out of public office officials who
refuse to do the bidding of the powerful corrupt cliques
which compose the invisible government.

Thus, Congress must be restructured and the Deep State [aka: Invisible Government] must be eliminated to rebuild a representative American government.
Fourth Branch agencies such as EPA, HUD, Agriculture, Education, DOD Departments, Commerce, Energy, DHS, Interior, Labor, Justice, Transportation, and HHS - et al, must be shrunk, or eliminated.
[There are more than 9.1 MILLION federal employees!
Additionally,
there are 5.3 MILLION contract and grant employees]
Our federal Law Enforcement Community [a massive bureaucracy] and huge budgets can be reduced by eliminating such politicized agencies as the FBI, now politically weaponized. State police agencies can manage their internal law enforcement requirements, while a federal US Treasury and Marshals Service and Border Patrols could conduct enforcement of federal issues [e.g., counterfeiting, interstate drug and human trafficking. DHS alone has an estimated 240,000 employees, with a proposed budget of close to $60 Billion.
Do we need a national security force of nearly a quarter million employees?
Not really; the States can manage their own police and security needs with existing manpower and budgets. A national police force investigating everything from plant and animal health to checking air traffic passengers' shoes for bombs is not really a priority.
A special unit of federal law enforcement officers can be created to address federal issues - not unlike The Untouchables [This was an actual Treasury unit which existed until disestablished by Obama].
But, we don't need an agency with 240,000 people; a few hundred perhaps, but not a quarter of a million!
a) A federal law enforcement agency is necessary to combat international criminal elements
which will exploit any weakness or vulnerability in our national security system.
Thus, a coordinating agency to monitor and prevent interstate crime is necessary
and can be created with intense oversight.
b) A single agency must be created to monitor and protect our national utility grids
[e.g., Electric, Water, Sewage, etc.,] on an interstate levels. States will monitor these
functions within their borders, federal oversight can coordinate this function as borders
are crossed. [Obama attempted to seize control of the US Infrastructure Grid]
c) Most of the functions of the existing law enforcement agencies can revert to individual States,
without the massive federal bureaucracies and budgets that currently exist in each one.
But, now we come to the Intelligence Community - a necessary evil.

(As the Director of Operations of the Defense Clandestine Service
and as Editor of the Black Book at the Pentagon)
1) CIA: The functions of the CIA have been replaced by
a) Defense Clandestine Service [DCS] for espionage requirements
b) Operational support to DCS and Counter-Intelligence requirements to counter
foreign espionage and subversion can be conducted by Military Intelligence units
-- subordinate to State/Commonwealth Intelligence Reserve unit forces.
c) DIA would coordinate interstate or international operations.
2) DIA:
a) Analytical capabilities are sufficient to replace CIA analysis
b) Operational support to National SOCOM elements with deployed CI agents
and field analysts to augment Reserve Intelligence units.
c) Replaces INSCOM, which has become a Retirement Home for. senior
Military Intelligence personnel and is completely ineffective.
d) Replaces DOE Intelligence to identify threats to our national Energy systems
(e.g., nuclear power, hydro-electric plants on interstate waterways, etc.].
3) NSA: A necessary evil, but required to counter dangerous efforts by foreign governments
(However, instances of abuse by NSA executives targeting US citizens would be punishable
by imprisonment for life, without parole)
4) NRO: {National Reconnaissance Office} is necessary to monitor extraterrestrial threats [as
identified since 1930].
5) US Space Force: A necessary federal military function to protect US and Earth vulnerabilities
from extraterrestrial threats [it's been in existence since 1960]. [NASA functions would be
integrated into the Space Force.]
In restructuring the governing process,
we must restrict Political Parties and limit their power.
(1) Congressional Representatives and Senators will continue to be elected by popular vote,
but will not be allowed a Political Party affiliation; they will be elected solely on previous
accomplishment and proven delivery on promises made; professional politicians will
not be allowed to run for federal office unless they have served in executive positions
[Business, Military, or local or state senior positions] with demonstrated management abilities.
(2) Term Limits of 12 years for all politicians
[Six 2-year terms for Representatives; two 6-year terms for Senators]
[the era of lifetime politicians is now eliminated]
(3) All elected politicians [including staffs and family] will be subject to an annual audit.
(4) Representatives and Senators would be restricted to their home district offices;
all communication with other politicians or "lobbyists" would become an immediate
matter of record. They will be required to be accessible to their constituents on a full
time basis. Staffs will be severely limited in size.
(5) National meetings will be limited to three per year; not in DC, but in a neutral,
centralized city [e.g., Omaha) - after which the Politicians return to their districts to
report to their constituents with full documentation of any/all discussions and
formal and informal agreements.
(6) All proposed legislation will be provided, in writing, to constituents three months
prior to any vote [such legislation must be submitted to a vote by the
Representative's constituency, after which the Representative carries that vote to
the general assembly.]
(7) Any Bill which includes spending will require a complete addendum
with line-items fully explained as to amount and content.
(8) All politicians would be required to publish a complete report on their activities for
the previous year, to include accomplishments, failures, all spending, all meetings
with other politicians, meetings with contractors and foreign entities of any sort.
(9) Politicians's salaries would be no higher than that of a State level politician.
(10) Expenses would be covered for travel to the three [per year] legislative meetings;
[Detailed expense reports will be required].
(11) There would be no paid speaking engagements; travel expense reimbursements
would be documented.
(12) Elections would be final; newly elected Senators and Representatives would take
office within 30 days; defeated incumbents would neither propose nor vote on new
or proposed legislation during their "lame duck" period in office.
3). Restructure the Presidency
Problem:
Presidents, too often only professional politicians with no real experience
other than glad-handing, have become mere tools of Political Parties
which have selected candidates representing both Parties since 1960.
When the will of the people by-passed the Deep State Party choice
[as with Reagan and Trump],
the Deep State simply arranged to assassinate
the People's choice and installed their own selected candidate.
(a) This pattern was established when the Kennedy family out-maneuvered the Deep State
and secured enough labor union votes to win the election.
[Notably The Senate/Deep State arranged the Lincoln assassination when it was
clear he intended to rebuild the South with existing Southern leaders.]
(b) The Deep State/CIA assassinated JFK, installing LBJ
[JFK selected LBJ as VP to remove him from his powerful role in the Senate - much the same as
FDR selected Harry Truman as his VP to remove him from his powerful Senate position!]
(3) The Deep State selected Jimmy Carter to compete against the mentally challenged
Gerald Ford, who was a constant embarrassment; Ford was rewarded with the POTUS
position due to his authentication of the vapid Warren Commission Report -- which
included CIA Director Allen Dulles (assumed to be the chief coup plotter), and
Senator Russell (LBJ's mentor); Ford's management of the JFK Assassination investigation,
amounting to nearly 900 pages of bland, ineffective analysis designed to obscure LBJ's and
CIA participation.
[Ford is the only un-elected POTUS.]
(4) Carter easily defeated Ford, but he too was an embarrassment; Carter's successor was to be
GHW Bush, whom the Deep State had been grooming since WW2 as a "war hero".
- Bush had
(i) successfully managed the assassination of JFK in Dallas,
(ii) coordinated the flow of narcotics in Vietnam to create the US Opium Epidemic
via 3.4 million heroin addicted GIs,
(iii) was appointed as the Director of Central Intelligence, and was to be rewarded
with the Presidency.
[The POTUS appointment collapsed when Reagan dynamically took charge of the Primary debate process,
impressing the American voters who ushered Reagan into the White House with an overwhelming voting
majority.
BUT, Reagan was persuaded [pressured] to install Bush as Vice President.]
(5) Bush, Weinberger, Carlucci and the Deep State presumed they could easily assassinate
Reagan with the same sloppy Secret Service management which accommodated the
assassination of JFK; Haig stepped in and prevented WW3 by staging the announcement
that he was in charge at the White House until the Vice President arrived.
The Secret Service coordinated the assassination scheme with Bush's oversight and
son as the designated assassin "Fall Guy".
This scheme was spoiled by the Secret Service limo driver who disobeyed the SAIC's
orders and drove the wounded Reagan to the closest hospital - where he recovered].
(6) During Reagan's tenure, VP Bush attempted to generate a war in Central America
employing the guise of the Iran-Contra Affair, to deploy US troops from the 82d Airborne
Division to El Salvador, and to gain control of the regional drug trade from Colombia
through Mexico, and as Drug Czar, to disrupt US operations to eliminate Colombian
Drug Cartel operations [Bush was the Mole in Clancy's novel: Clear and Present Danger].
(7) Failing to initiate a war as VP, Bush, as soon as he was "elected" as POTUS, immediately
launched an invasion of Panama with the objective of gaining control of Noriega's
global trafficking network of 325 front companies [Bush was successful].
(8) Shortly thereafter, Bush decided to invade Iraq to recapture Kuwait's oil rigs which
historical territorial dispute since1938.
[Those "wars" continued with W's subsequent invasions of Iraq, and Afghanistan.]
(9) The Deep State/Shadow Government, in 1992, selected Bill Clinton to lose to GHW Bush,
but, Bush lacking a personality or leadership capability, converted an easy win into a stunning
loss, bringing Clinton, his old drug running partner into the White House.
[Deep State techniques almost always offer two candidates so the voters can select the
lesser of two evils (e.g., McCain vs 0bama)]
But, the Deep State was still victorious since it had installed Carter, the Central
trafficking network from Colombia into the US via USAF cargo planes.
However, Clinton [Rockefeller's illegitimate son] was unable to control his sex drive
[dating back to his rape of an Oxford University coed while he was a "Rhodes Scholar"],
forced a series of embarrassingly obvious murders (Clinticides), generating impeachment
charges and illuminating the Deep State's now visible hand.
As a distraction, Clinton engaged America in a series of meaningless conflicts in
Somalia, Bosnia, Croatia, Haiti, Kosovo, and a continuation of the Iraq occupation].
(10) But, then, the Bush family returned with W's multi-level scheme to loot the Treasury and

Restructuring the Presidency requires agreement by the Leadership of the States;
that includes the elected Legislatures and Governors to propose Candidates of merit.
Ideally, it would be Governors who had proven themselves capable of governance of
the complexities of their states and working with their legislatures.
It is highly recommended these candidates would have Military Service.
To ensure some semblance of independence, Political Parties and donors of large independent or combined sums would be restricted, or completely outlawed.
This will require some deep thought on the part of planners,
and we solicit suggestions.
A leader such as Trump is rare, so it would require a successful individual of independent wealth with no linkage to financial or multi-national corporations or organizations. So, spawn of financial institutions such as BlackRock or Bridgewater, or similar organizations would be ineligible.

There would be no specific White House, although a representational office in a building fit for a national leader of Presidential status would be necessary, including facilities for staff officers with expertise to address major issues on which they can provide advice to the POTUS.
A six year term would be suitable, with no second terms allowed. The idea would be that the POTUS would be the equivalent of the Chairman of the Board of a large, international corporation, while the Board members would be the Governors of States.
Presidential candidates could be drawn from the ranks of the Governors who would have their own six year terms during which they could prove their mettle. Presidential Candidates would be selected by
in-State primaries, and then be selected by regional popular vote, narrowing the field to just a few finalists.
Thus, the national elections might have as many as five or six candidates competing for the national vote, and the position of POTUS. Ultimately, there would be a run-off election among the top three, or between the top two to achieve a winner with a clear majority.
There will be a period of overlap between Presidential terms to afford the newly elected POTUS to "Read In" to the existing situations in which the Incumbent is engaged.

TO THE READER:
Although we've covered three blogposts to convey our ideas, what you see is
merely a thumbnail sketch of the complex topics we're attempting to address.
So, I seek your input to improve on my ideas and concepts.
Keep in mind, the American government was created
with a number of the most brilliant minds in history,
so we're not going to create an instantaneous
solution to the restructuring of
our national government.
My experience in such organizational activities derives from
a) forming and managing several technical companies,
b) conceiving and creating complex Military organizations [the first being national, the latter being global], and lastly,
c) working in a variety of positions from the ground up in the Military and Intelligence communities from small organizations to the hierarchy of the CIA, DIA, the Pentagon, and the White House.
Each had its own operational structure, as well as its own internal and external political dynamics which are found in all organizations whether civilian corporations or Military/Government structures.
Of late, I advise failing companies on reorganizing to institute efficiencies and profitabilities.
My guidelines for leadership:

I distinguish four types.
There are Clever, Hardworking, Stupid, and Lazy Officers.
Usually two characteristics are combined:
- Some are clever and hardworking; their place is the General Staff.
- The next ones are stupid and lazy;
they make up 90 percent of every army and are suited to routine duties.
- Anyone who is both clever and lazy is qualified for the highest leadership duties,
because he possesses the mental clarity and strength of nerve necessary for difficult decisions.
- One must beware of anyone who is both stupid and hardworking;
he must not be entrusted with any responsibility because he will always only cause damage.
