Does China Control International Commerce?

SPOOKDBLOG PREFACE:  

In my Intelligence and Military Career, I focused on the Chyna Threat and became well informed on the Peoples Republic of China.  While I served as an Intelligence Officer in the Vietnam War, I met, and befriended the OSS (former) WW2 Advisor to Mao Tse Tung; his son worked for me as both an Interpreter and as a clandestine Operative. Among other accomplishments, his son acquired the PRC People's Liberation Army [PLA] operations manual and motion picture training film on creating and developing  "Insurgencies", which I found beneficial in penetrating the Chinese Training Center for recruited Asian insurgents.  

I shifted from my assignment in Laos to a new CIA assignment in Thailand to work with the Thai Communist Suppressions Operational Command [CSOC] and the Thai Border Patrol Police [BPP], and found a Chynese logistics element in direct support of the Thai Insurgency in northeast Thailand.  

Ultimately, I employed the resources under my control [e.g., NSA, and the USAF 8th Tactical Fighter Wing F4 Phantoms] to track and locate the Communist Insurgent operations center [HQ 505] in northeast Cambodia.

Previously, through my interrogations in Laos, I determined the location of the Chinese-sponsored Pathet Lao logistics center in north Laos (near Muang Khoua), and "neutralized" it (a story I'll include in my book), thus ending the Spring Offensive before it began.  Nonetheless, the Chinese, based in northern Laos, continued their support of the Thai Insurgency by sending supplies cross-country and down-river.  Compliments of NSA technology and USAF F4/AC-130 reconnaissance aircraft, we were able to locate and destroy the Thai Insurgent HQ 505 in northern Cambodia [but that's another chapter in my book].

Having lost that operational foothold, the Chinese People's Liberation Army (PLA) moved its army through northern Laos and invaded Chiang Rai, Thailand in 1975 (immediately following Kissinger's withdrawal of US Military and Intelligence Operations).  This three-year secret war [never reported in the World Press] was fought by the Thai Army, Taiwan's Kuomintan Army (KMT), and Hmong guerrillas trained by US Special Forces during the Vietnam War; an Australian Military Officer coordinated the Thai defense.  The only record of that invasion is a massive memorial building citing the names of all the soldiers who died defending Thailand.

With that as background dating back to the 1960s, I continued to monitor Chyna as a "potential adversary" in training US Military units on Tactical Intelligence methods, as well as alerting combat G2s [Intelligence Officers] how to tap into Strategic Intelligence resources such as NSA and NRO.  My personal network, over the years, included Chyna experts whose knowledge was "first-hand" - thus I claim credibility when I discuss Chyna.

More currently, I write about the Chynese Threat since I recognize it as extraordinarily dangerous, since it has penetrated our Bureaucracy, Academia, and Business Establishment/Wall Street with "scholars" who are funnels of information into the Chinese Intelligence system.  They have created countless US shell/front companies which finance and control US companies - some of which are Defense Contractors.  Our Intelligence Community is saturated with Chinese nationals claiming to be patriotic US citizens.

[I fired one Chinese "expert" at DIA since his polygraph was repeatedly "Inconclusive", and he routinely vacationed in Hong Kong - a short boat ride to Kowloon, and  Mainland China.  Nonetheless, the DIA hierarchy felt I was unnecessarily discriminating, and was perhaps a "Racist".]

[As an aside, I was also the Pentagon Intelligence Desk Officer covering the Soviet/ UnionEastern Europe Desk - so I was conversant with the USSR-threat, as well as today's Russian "threat", to include the near miss we had for WW3 when President Reagan was shot - and Alexander Haig neutralized the situation.   Thus, I'm aware of our two greatest Potential Adversaries.]

After leaving DIA, I learned that George H.W. Bush, in addition to his long-term links to the Colombian Narcotics Cartels, was closely tied to China, as was 0bama - whose Treasury Secretary, while New York Fed President in 2008, had unofficially printed up a massive amount of Federal Reserve Notes and transported them, via Indonesia, to China - doubling China's Gross Domestic Product - accounting for the Chinese Economic Miracle.

If you read the Executive Order below, you'll note that the content is aimed at Chyna's various maneuvers to gain control of the US economy, either directly, or through front companies which purchase our investment companies, Stock Brokerages, and our large companies, Defense Contractors, our farmland, portions of our Infrastructure, and many of our politicians.  The tools in this EO cover all the Chyneese mechanisms for control of the US economy - and the US.

[Of special consideration is that ALL Chynese companies [and their US subsidiaries] are regarded a part of Chyna's Military and Intelligence networks; and it is mandatory that a Chynese Military or Intelligence Officer is appointed to a Board of Directors seat.  ]

Sadly, our News Media (what's left of it) has yet to report on the two Chinese Infantry divisions on our Canadian border, as well as another one in Mexico.  Off-shore, in the Atlantic and Pacific, we have Chinese (and Russian) warships [to include nuclear armed submarines], plus Military container ships loaded with Military logistics.  They have loaded up warehouses and storage units throughout the US with Military supplies as well.  Chinese troops are transported throughout the US, incognito, in rail road cars designed to move livestock.  

[I would recommend Federal Marshals or SpecOps troops randomly search these trains to see if any of the "livestock" speak Chinese.]

China, ignoring our Monroe Doctrine [as have most US politicians] is gaining influence and control in South America.

Read this Executive Order, dated 12NOV2020, carefully, and you'll see how this Chynese threat can, and will be controlled.

Addressing the Threat From Securities Investments 

That Finance Communist Chinese Military Companies

    By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), and Section 301 of Title 3, United States Code,

    I, DONALD J. TRUMP, President of the United States of America, find that the People's Republic of China (PRC) is increasingly exploiting United States capital to resource and to enable the development and modernization of its military, intelligence, and other security apparatuses, which continue to allow the PRC to directly threaten the United States homeland and United States forces overseas, including by developing and deploying weapons of mass destruction, advanced conventional weapons, and malicious cyber-enabled actions against the United States and its people.

    Key to the development of the PRC's military, intelligence, and other security apparatuses is the country's large, ostensibly private economy. Through the national strategy of Military-Civil Fusion, the PRC increases the size of the country's Military-Industrial Complex by compelling civilian Chinese companies to support its military and intelligence activities. Those companies, though remaining ostensibly private and civilian, directly support the PRC's military, intelligence, and security apparatuses and aid in their development and modernization.

    At the same time, those companies raise capital by selling securities to United States investors that trade on public exchanges both here and abroad, lobbying United States index providers and funds to include these securities in market offerings, and engaging in other acts to ensure access to United States capital. In that way, the PRC exploits United States investors to finance the development and modernization of its military.

    I therefore further find that the PRC's Military-Industrial Complex, by directly supporting the efforts of the PRC's military, intelligence, and other security apparatuses, constitutes an unusual and extraordinary threat, which has its source in substantial part outside the United States, to the national security, foreign policy, and economy of the United States. To protect the United States homeland and the American people, I hereby declare a national emergency with respect to this threat.

Accordingly, I hereby order:

    Section 1 

    (a) The following actions are prohibited:

        (i) beginning 9:30 a.m. Eastern Standard Time on January 11, 2021, any transaction in publicly traded securities, or any securities that are derivative of, or are designed to provide investment exposure to such securities, of any Communist Chinese military company as defined in section 4(a)(i) of this order, by any United States person; 

    and

        (ii) beginning 9:30 a.m. Eastern Standard Time on the date that is 60 days after a person is determined to be a Communist Chinese Military Company pursuant to Section (4)(a)(ii) or (iii) of this Order, any transaction in publicly traded securities, or any securities that are derivative of, or are designed to provide investment exposure to such securities, of that person, by any United States person.

    (b) Notwithstanding subsection (a)(i) of this section, purchases for value or sales made on or before 11:59 p.m. eastern standard time on November 11, 2021, solely to divest, in whole or in part, from securities that any United States person held as of 9:30 a.m. eastern standard time on January 11, 2021, in a Communist Chinese Military Company as defined in Section 4 (a) (i) of this order, are permitted.

    (c) Notwithstanding Subsection (a) (ii) of this Section, for a person determined to be a Communist Chinese Military Company pursuant to section 4 (a) (ii) or (iii) of this order, purchases for value or sales made on or before 365 days from the date of such determination, solely to divest, in whole or in part, from securities that any United States Person held in such person, as of the date 60 days from the date of such determination, are permitted.

    (d) The prohibitions in Subsection (a) of this Section apply except to the extent provided by Statutes, or in regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permit granted before the date of this order.

    Section  2 

    (a) Any transaction by a United States Person or within the United States that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate the prohibitions set forth in this order is prohibited.

    (b) Any conspiracy formed to violate any of the prohibitions set forth in this order is prohibited.

    Section  3 

    (a) The Secretary of the Treasury, after consultation with the Secretary of State, the Secretary of Defense, the Director of National Intelligence, and the heads of other executive departments and agencies (agencies) as deemed appropriate by the Secretary of the Treasury, is hereby authorized to take such actions, including the promulgation of rules and regulations, and to employ all powers granted to the President by IEEPA, to carry out the purposes of this order. The Secretary of the Treasury may, consistent with applicable law, redelegate any of these functions within the Department of the Treasury. All agencies shall take all appropriate measures within their authority to carry out the provisions of this order.

    (b) Rules and regulations issued pursuant to this order may, among other things, establish procedures to license transactions otherwise prohibited pursuant to this order. But prior to issuing any license under this order, the Secretary of the Treasury shall consult with the Secretary of State, the Secretary of Defense, and the Director of National Intelligence.

    Section  4  

    Definitions.   

    For purposes of this order:

        (a) the term “Communist Chinese Military Company” means

             (i) any person that the Secretary of Defense has listed as a Communist Chinese military company operating directly or indirectly in the United States or in any of its territories or possessions pursuant to section 1237 of Public Law 105–261, as amended by section 1233 of Public Law 106–398 and section 1222 of Public Law 108–375, as of the date of this order, and as set forth in the Annex to this order, until such time as the Secretary of Defense removes such person from such list;

            (ii) any person that the Secretary of Defense, in consultation with the Secretary of the Treasury, determines is a Communist Chinese military company operating directly or indirectly in the United States or in any of its territories or possessions and therefore lists as such pursuant to Section 1237 of Public Law 105–261, as amended by Section 1233 of Public Law 106–398 and Section 1222 of Public Law 108–375, until such time as the Secretary of Defense removes such person from such list; or

            (iii) any person that the Secretary of the Treasury publicly lists as meeting the criteria in Section 1237(b)(4)(B) of Public Law 105–261, or publicly lists as a subsidiary of a person already determined to be a Communist Chinese military company, until the Secretary of the Treasury determines that such person no longer meets that criteria and removes such person from such list.

(b) the term “entity” means a government or instrumentality of such government, partnership, association, trust, joint venture, corporation, group, subgroup, or other organization;

(c) the term “person” means an individual or entity;

(d) the terms “security” and “securities” include the definition of “security” in Section 3(a)(10) of the Securities Exchange Act of 1934, Public Law 73–291, as codified as amended at 15 U.S.C. 78c(a)(10), except that currency or any note, draft, bill of exchange, or banker's acceptance which has a maturity at the time of issuance of not exceeding 9 months, exclusive of days of grace, or any renewal thereof the maturity of which is likewise limited, shall be a security for purposes of this order.

(e) the term “transaction” means the purchase for value of any publicly traded security; and

(f) the term “United States Person” means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States.

    Section  5  

    The Secretary of the Treasury, in consultation with the Secretary of State and, as appropriate, the Secretary of Defense, is hereby authorized to submit the recurring and final reports to the Congress on the national emergency declared in this order, consistent with section 401(c) of the NEA (50 U.S.C. 1641(c)) and section 204(c) of IEEPA (50 U.S.C. 1703(c)).

    Section 6  

    General Provisions. 

    (a) Nothing in this order shall be construed to impair or otherwise affect:

        (i) the authority granted by law to an executive department or agency, or the head thereof; or

        (ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

LIST OF SUBSIDIARIES OF CHINESE COMPANIES

Executive Order 14032, titled Addressing the Threat From Securities Investments That Finance Certain Companies of the People's Republic of China, was an executive order signed by United States president Joe Biden on June 3, 2021.^[1][2]The order came into effect on August 2, 2021.^[3]

The Democrats are now attacking Mr Romney because he didn't volunteer for Military Service during the Viet Nam era?

Bill dodged the draft -- and bragged about it!

How soon Democrats forget [rather, ignore] that Bill Clinton did not serve, and in fact, avoided the draft using academic and political deferments, plus bogus paperwork during the Viet Nam War. 

Or that Al Gore served his "combat tour in Viet Nam" as a REMF in an air conditioned office in Saigon -- well out of harm's way because his dad, Senator Al Gore, Sr, made special provisions for him so he would be safe -- but could claim military service for his political future.

Romney did not volunteer for the Military while a Stanford University undergraduate, although he did take a 30 month leave of absence in 1966 -- in the early days of the war -- and served as a missionary in France.  He resumed his college studies in 1969 and was deferred from the draft as a married student. 

Congress had, by then, demanded the end to the war and withdrawal of US troops.  Romney, married with two children, was in graduate school at Harvard and continued his "Student" deferment; his high draft number effectively excluded him from the draft. 

When he graduated, the war was essentially over, and the Military was demobilized.  There was neither incentive to serve, nor shame in not serving in the Military during this period.

The Left [today's Democrat Leaders] condemned US troops(c) Sodahead

Most young Veterans of today don't grasp the politics or the mood of the United States during the Vietnam Era. 

They're used to having folks walk up to them and say
"Thank you for your Service!". 

Not so during the Vietnam era.  Anti-war propaganda and virulent Leftist activism [Student Peace Union, the radical Students for a Democratic Society, and the violent Weathermen (which bombed the Pentagon, the Capitol, and plotted the murder of US Military)] spat upon and attacked US soldiers in uniform -- whom they vilified as being "baby-killers".

Notably several of the most violent of these radicals were highly influential advisors of the young Barack Obama -- some even ended up on the FBI's Most Wanted List for their violent anti-Military activities. 



Today, you'll even find some assisting in Mr Obama's campaign reelection campaign.


 


To give you an idea of how most young men of that era regarded Military Service in Vietnam, we've provided a letter [abbreviated] from a now-prominent draft dodger of that era:

"Dear Colonel Holmes,

"First, I want to thank you for saving me from the draft. As you know, I worked for two years on the Senate Foreign Relations Committee which gave me the opportunity of working every day against a war I opposed and despised with a depth of feeling I had reserved solely for racism in America before Vietnam.  I did not take the matter lightly, and there was a time when not many people had more information about Vietnam at hand than I did.

"The draft was justified in World War II because the life of the people collectively was at stake. Individuals had to fight if the nation was to survive, for the lives of their countrymen and their way of life. Vietnam is no such case. Nor was Korea, an example where certain military action was justified but the draft was not.

I am in great sympathy with those who are not willing to fight, kill, and maybe die for their country.  For years I have worked to prepare myself for a political life characterized by practical political ability. It is a life I still feel compelled to try to lead. 

"When the draft came, ROTC was the one way left in which I could possibly avoid Vietnam.  At that time, after we had made our agreement and you had sent my 1-D deferment to my draft board, I didn't see how my going in the Army and going to Vietnam would achieve anything.   So I came back to England to try to make something of my Rhodes scholarship.

"I am writing in the hope that you [will] understand more clearly how so many fine people find themselves still loving their country but loathing the military, to which you and other good men have devoted years, lifetimes, of the best service you could give. To many of us, it is no longer clear what is service and what is disservice; the conclusion is likely to be illegal.

For your historical reference, we've provided a summary of the Vietnam War era.  Admittedly, it's  brief and incomplete, but it will give you a slightly better understanding of the events of that period, and why the US was involved, why the US population opposed this war of Lyndon Johnson, and why the young men of America were not eager to join the Military during that period.

   

Originally, US participation was a noble cause, resisting Communism which was being foisted on Indochina [Vietnam, Laos, Cambodia] by the Chinese and the Russians.

The French had recaptured their pre-WW2 colony from the Japanese; the Vietnamese fought for and won their independence from the French; followed by a civil war which pitted the North [with Soviet and Chinese backing] against the South -- supported by the French and the US, and a treaty then divided the North from the South.

President Eisenhower sent over US Military observers; the Communists provided military advisors and advanced weaponry.  The North Vietnamese Army [NVA] dispatched guerrilla units [the Viet Cong] into the South to disrupt the country to overthrow the government.

Ike then sent in advisors and positioned warships off the coast.  When the NVA moved four Army regiments into Laos, JFK dispatched US Special Forces to the region and increased the size and capacity of the US Military Advisory Group [MAG].  By now, Indochina had become a proxy battle in the Cold War, pitting Communist China and the USSR against the US. 

This proxy contest was contained until President Johnson politicized it and manipulated the conflict into a full scale war by violating Vietnam's territorial waters, drawing fire, and then declaring the North Vietnamese had committed an act of war.  Congress thus authorized him "...to take all necessary steps, including the use of armed force" resulting in the escalation of the Draft, and the deployment of hundreds of thousands of reluctant US draftees to fight in a Vietnamese civil war which lacked definition for US participation.

Congress condemns the VN War 1967

By 1967, Congress had determined that Johnson had staged and provoked the Gulf of Tonkin incident, and, reacting to massive objection to the war by the American public, demanded a drawdown and withdrawal of US troops.


"The Tet Offensive" of 1968 demonstrated that the US had lost control of the war, but General Westmoreland demanded still more troops to regain the initiative.



 

Left blames Nixon for Johnson's war

Nixon inherited the war and attempted to scale it back and draw down the US presence.

By 1971, anti-war organizations, many of whom were sponsored and funded by the Soviet Union's KGB [the Communist Russian intelligence arm] which promoted Agitprop, [political dissidence and propaganda] into the anti-war message eagerly carried by the Press and promoted by the Left, blamed Nixon for the war!


By the time the war ended in 1975, the United States had been ripped apart by the Extreme Left's propaganda, demonstrations, and anti-Military rhetoric. 

Vietnam Bonus

The Military was completely demoralized with little to no esprit, and the units which have served proudly in the Middle East wars were in absolute shambles.  The 82d Airborne Division was a shadow of today's unit; the Air Force was stripped of its honor, the Navy was reduced to a skeleton force, and the Marines sought to regain their dignity. 

When the Democrats put Jimmy Carter in office, he cut the Military budget, and blocked any pay raises -- until his reelection campaign, when he sought the Military vote [which voted as a block against him].

Vietnam Veterans are proud to have served their country -- even in an unpopular war, but are totally baffled that some of today's veterans of our wars in the Middle East want to support the reelection of a President advised by the very radical Democrats who sought to destroy the United States -- and the US Military in the Vietnam Era.

Those who forget history are doomed to relive it!

Congress Cuts War Vet Benefits

The new budget, which boosts spending..., includes a provision that would reduce the cost-of-living adjustment for military retirees to 1 percent less than the rate of consumer inflation — and even reduces payments for veterans who were wounded in action.  The bill raises benefits for Civil Service employees and Congress.

Supporters of the Military, to include former Congressman Joe Scarborough condemn these cuts to the Military.

Military pensions and benefits are based on the premise that Military careers are based on "risk" -- very high risk.

The enlistment process promised a 20 year career, consisting of:

1) low pay
2) frequent moves
3) multiple/frequent deployments to combat zones
4) the high probability of injury [or death]
5) living in high stress/dangerous environments
6) long-term disabilities based on demanding physical conditions
7) Post-Traumatic Stress Disorder [PTSD]


Military killed from WW2 forward:

417,000   WWII
  59,000   Vietnam
  34,000   Korea  
    4,500   Iraq
    2,300   Afghanistan

These figures do not include the tens of thousands of Military who were maimed or suffered permanent disabilities, to include loss of limbs, sight, hearing, and mobility.

In return for their sacrifices while on Active Duty, Military members could retire after 20 years at half pay, with full health benefits, and the authorization to shop at commissaries and PXs -- which used to offer discounts on food and merchandise -- but not so much today; they're better off shopping at Walmart. 

It used to be that Veterans received generous benefits on mortgages and education -- but those have been fine-tuned by Congress so that those perks have eroded;
1) VA mortgages now require significantly greater qualifiers, eliminating many Veterans from the opportunity to buy a home
2)  VA education benefits now expire after a period of time, eliminating education benefits for those unable to use them immediately because they were trying to support their families.

There is no other profession in the US that carries the risks and hardships of a Military career -- 

yet Congress [which now has very few Military Veterans in its ranks] wants to boost its own benefits as well as those of Civil Servants --

while cutting back on the Military retirement and health benefits -- which were verbally guaranteed since WW2.

Perhaps there should be a requirement that candidates for Congress or the White House MUST have served in the Military.  That might alter their perspective on starting wars or regarding our Military as expendable pawns in budget deliberations.

Obama's Illegals Army

We'll be Obama's Army and we'll blow your white asses away!

We began this blog post back [2016] during the 0bama Administration 

when it first appeared he would use Illegals to fill out his "Private Army".  

At that time, the volume of Illegal border crossers was relatively few 

[compared to today's massive flow], so we neglected to pursue the issue, 

particularly sincee Trump was successfully building his Wall.

However, in viewing the hundreds of thousands of Illegals now 

swarming across our border, the majority of whom seem to be 

young men of Military age, we'll venture a guess that these men 

are being relocated to abandoned US Military bases where they 

are being outfitted as soldiers in  0bama's Army! 

President Obama's program, with GOP [RINO] complicity, was to allow illegal aliens to enter the US Military under a provision which creates "backdoor amnesty" to DACA [Deferred Action for Childhood Arrivals].  

Translated, that means DOD enlisting the "children" [mostly of Military age] we've seen streaming into the US under the auspices of DHS bus transportation to "FEMA Camps" guarded by US Marshals and credentialed and paid via after-hours Social Security office visits.

Now, normally, we'd think our Conservatives in Congress and the Senate would block such a huge gap in Military security, which would give illegals access to not only military weaponry and equipment, but also fully authorized uniformed status and rank which would enable them to direct Military action [e.g., firing upon] against US citizens the Government deems "... pose a potential threat" to the country.  

Notably, in that status, they would be privy to the intelligence on US citizenry gathered by NSA -- stored and accessible now to DHS, and also to local law enforcement as well as the military.

Vets Had guns in Combat!

You'll recall that DHS has already declared our combat Vets "potential terrorists", and it's certainly not a stretch to recall the litmus test a while back for the selection of general officers which included their agreement to
"... fire on US citizens, if ordered".

Illegals in uniform most certainly would not hesitate to fire on US citizens, if ordered, since many of them have already engaged in violent assaults on, and murder of US citizens.  

Give them an Army uniform and an M-16, and full authority, and they'll be more than happy to round up civilians and execute them.

Sound extreme?

For those of you who have browsed the history of Socialist and Communist countries [e.g., Cambodia, China, Soviet Union, North Korea, Cuba, Venezuela, etc.] there are ample examples of precisely that type of government abuse.

So, how is this happening?

1)  We're electing corrupt Left Wing politicians to office without regard to their credentials; these include both Democrats AND Republicans [RINOs (Republican In Name Only).

2)  We are not questioning the actions of these turn-coats, or holding them accountable for their unconstitutional behavior [notably, House Speaker Ryan (who retired to join the democrat Party)

The methodology for this particular episode:

1)  Under the language of the NDAA [National Defense Authorization Act], a comprehensive Defense budget scheme funding everything from bullets to the transfers of weapons and equipment to DHS and local sheriffs, there is a provision now which authorizes the integration of illegal aliens into the US Military via the DACA.

2)  Representative Paul Gosar [R-AZ] initiated an Amendment which would have blocked illegal aliens from enlisting in the US Military, and would have allowed only aliens LAWFULLY in the US, who had entered LEGALLY, to enlist, and whose "enlistment would serve the National Interest".

     a)  In 2015, the House Armed Services Committee approved a provision requiring the Pentagon to review the enlistment DACA illegals in the US Military.

     b)  Representative Mo Brooks [R-AL] won approval in the House to eliminate that provision.

So I cut your pay and benefits;
don't get huffy!

3) Gosar's Amendment this year was removed in "mark-up" [editing] by Speaker Paul Ryan and replaced by a "compromise" Amendment by Representatives Mac Thornberry [R-TX] and Ruben Gallego [D-AZ] that ENCOURAGES the Secretary of Defense to enlist DACA recipients into the Military.

4)  Speaker Ryan then placed the Thornberry-Gallego Amendment up for a VOICE VOTE, and was approved.

5) Reportedly, Ryan's House Rules Committee killed the Gosar Amendment;

6) The backdoor process to integrating illegals into the US Military comes under the Obama program called Military Accessions Vital to the National Interest [MAVNI], which ostensibly opens a path for "immigrants with critical language and/or medical skills" to serve in the US Military.

Gosar pointed out that there was no provision for screening these immigrants, thus there was no barrier to illegals -- creating a serious security vulnerability in the process.
 
Representative Gosar's plea to the House Rules Committee to allow a Floor Vote on his Amendment was tabled by Chairman Pete Sessions [TX-R].

Gosar commented:

"It's time that we stop playing politics with the Defense Authorization

and ensure that a provision meant to allow military readiness isn't 

hijackedin order to provide backdoor amnesty to DACA aliens. 

"Sadly, open border advocates have once again put politics ahead

 of the needs of our men and women in uniform in attempting

 to enact President Obama's lawless immigration agenda." 

"There is no labor shortage and we are in the midst of eliminating 

160,000 uniformed personnel positions over a nine-year stretch.  

Given this fact, it is wrong for the Obama Administration to prioritize 

enlisting illegal immigrants over Americans and legal immigrants 

that want to serve our nation."

There is something inherently wrong with this picture.
We could rationalize all this if the culprits were Godless Democrats leading us to perdition.

But, these are REPUBLICANS, damn it!
Republicans we voted into office to counteract Obama's destruction of our Military, of our Constitution, of our NATION!

Who ARE these people!
We don't recognize them as Republicans, Democrats or any type of representation.
These politicians don't represent us; they are protecting The Establishment which seems intent on the destruction of the United States of America.

We cannot fathom why!

Replace them at the polls this November!

Ending CIA's control over international espionage

The Washington Post has provided a look at DIA's "New" Clandestine Service, "recently created" by Lieutenant General Mike Flynn.

We are delighted with Mike's creativity as he follows in the pattern of claiming credit for the initiative and work of others.

General Flynn has claimed credit for creating the DOD Clandestine Service; but it did  need to be revitalized, even if he wants to claim credit for "creating" it.  It was originally created in 1984, while he was still a Captain - and ineligible to participate in it.




Now, we are thrilled to death to see DIA displace CIA -- again -- in conducting Military Intelligence espionage!  But, there are those of us who recall building this organization way back in 1984, obtaining DOD and Congressional authorizations, and full funding by 1985, and coordinating its full functions within DIA to deploy clandestine operatives world-wide. 


History of DIA's Clandestine Service:

After creating an authorization document [Plan Green] to conduct Clandestine operations in Latin America [created under the US Southern Command] - and approved by the CJCS, SecDef and Congress, we worked closely with key officials within the Pentagon [Assistant Secretary of the Army Bill Clark [son of General Mark Clark], Chairman of the JCS General John Vessey] and Senators Barry Goldwater [R] and Helms [R], we gained authorization to operate globally.

Starting in September 1984, we were up and running in early 1985 with full funding, an authorizing DOD operational regulation, and personnel assets acquired from the best and the brightest Armed Services Case Officers -- trained, and experienced through decades of Service operations.

Our targets were those countries which were regarded as potential threats to the US; our focus was on the Third World, since we anticipated the collapse of the Soviet Union and calculated that the US Military would be engaged in battles/wars with Third World entities as "potential adversaries" -- to include insurgencies, narcotics cartels, and terrorist organizations.

Unlike the CIA's Directorate of Operations [DO] -- burdened with former cops [DEA, ATF, highway patrol, street cops, military cops] and focused almost solely on penetrating the KGB, our military officers were fluent in the languages of the countries to which they were assigned, many had graduate degrees in regional Foreign Area Studies [history, economics, political science, etc.], and many had even attended civilian or military schools in the countries to which they were assigned. 

Among our other successes was the penetration of Drug Cartels, gun running operations, and nascent terrorist operations.  As an added bonus, our Case Officers all came with background and experience in the Combat and Combat Support Arms -- unlike CIA Case Officers whose military experience consisted of a few weeks of basic military weapons handling at "The Farm"  [not even the equivalent of Marine Boot Camp] -- usually portrayed by the Media/Hollywood as special operations and Kung Fu training [but, really? not so much].

DCI Tenet's Legacy                   [ABC]

The program was curtailed under President Clinton whose sycophant generals and incompetent DCI [George Tenet] decided that the US military need not spend such sums to create these military spies -- particularly since they competed for CIA's glory. So, all the work we did to build this organization atrophied; and, only a few months into George Bush's new term as President, he was greeted by the greatest intelligence failure since Pearl Harbor.

But, let's take a look at DIA's "new" Clandestine Service [DCS] which, according to the Post, "...reflects the Administration's affinity for 'espionage' and 'covert action' over conventional force." 

[Somehow, we're a bit uncomfortable with Mr Obama's involvement with/access to the details of espionage and covert operations -- given his eagerness to award to the Media both Methods and Sources (as he did after the Osama bin Laden action.  Will he share operational details with his pal, President Morsi, or the king of Saudi Arabia?].  He is, after all, the President; but we recall he has friends and advisors who are declared Communists, anarchists, and others linked to al Qaeda, the Muslim Brotherhood - and ISIS.

What DCS is not authorized to do:

1) Covert Operations:  Drone strikes, political sabotage, or arming militants.
    [Currently, these are carried out by contractors or special operations elements -- under the
      supervision of CIA officers]
2) Lethal strikes or " ... other operations outside the public view."
3) Executive Action:  Assassination of foreign leaders.

[No change in the charter there; Clandestine Services, as defined, perform espionage while appearing to be engaged in other matters.  Covert operations [supposedly invisible and untraceable] are not to be confused with Clandestine operations.]

DCS Training:

All technical options are open

Case officers will continue to learn tradecraft at the CIA Farm as they have since the Military and CIA came to terms many years ago following the closure of Fort Holabird in Baltimore.  The Military provides significant staffing for matters military [e.g., learning to fire a weapon, jump out of a perfectly good airplane, etc.] and the CIA's old timers provide training on disguises, counter-surveillance, dead-drops, communications, and convincing potential agents to commit treason and spy against their own country.

Special Operations folks will train the Case Officers of CIA and DIA on self-defense processes as well as in defensive driving [not unlike what you've seen in James Bond movies -- or "The Unit".


CIA Liaison:

In many instances, DIA Case Officers will work directly with CIA Station Chiefs [COS] around the world.  Operations against Military targets will be DIA's purview, while those targeting government or non-military targets will be assigned to CIA officers.

Cooperation:

Returning to yesteryear, it appears that CIA and DIA will share resources, facilities, logistics, cover creations, and analytical support.  We did all this in the 1980s and early 1990s, before George Tenet pulled CIA and DIA apart.  The Democrats' revisionist history is that Donald Rumsfeld was at fault; that story won't fly since Tenet had annulled the CIA - DIA marriage under the Clinton regime and continued to destroy the alliance while he worked for Bush. We were appalled when W failed to replace Tenet upon his Inauguration.

Terminated Tenet - With Prejudice  [nndb]

Rumsfeld was abrasive and arrogant, but it was under his direction that Star Watcher was recreated under the new designator Strategic Support Branch.  This followed Rumsfeld's determination that the CIA, under George Tenet, had reached its nadir operationally and intellectually.  The intelligence failure leading to 9/11, Tenet's assessment that Iraq had Weapons of Mass Destruction [leading to the initiation of the Iraq war], the attack on the USS Cole, the CIA assessment that Iran was developing  nuclear weapons in 2005  -- after it had announced in 2003 that Iran had halted the program; all these failures indicated that the CIA was an agency devoid of intellectual acuity.

Suggesting to Mr Tenet that he find other employment in 2004, Rumsfeld persuaded President Bush to end CIA's reign of terror [and operational incompetence] by creating the Director of National Intelligence [DNI] -- ending the dual hatting of the CIA Director as the Director of Central Intelligence where CIA controlled the operations of all other intelligence agencies. 

Under the DNI, the CIA then became just one of many US intelligence agencies [you'd be amazed at just how many there are].

In his urgency to shift military intelligence operations back to the Pentagon, Rumsfeld erred in attempting to add all facets of intelligence, from espionage, to Special Operations, to Executive Action, all under one organization.

However, eventually it all sorted out with the espionage operations under the direction of Army Reserve Colonel George Waldoup achieving significant success while the Special Operations were relegated to Army General Bryan Brown of SOCOM - melding the experience and skills of Delta Force, Seal Team Six,  and the Gray Fox unit which conducted technical surveillance of targets.

Rumsfeld ended DOD HUMINT subservience to the CIA by announcing that it would coordinate its operations with the CIA, but would no longer require its consent -- a long-time bone of contention between DOD and CIA.  That history included many instances in which CIA took control over operations which the Military had initiated and developed, leaving the Military no participation in either the operation or the information gathered.  That caused a bit of bad blood, particularly when the intelligence collected was critical to Military combat operations.

Political Hack: Damage complete

Unfortunately, today's world of espionage was undercut by Mr Obama's appointment of still another political hack, Leon Panetta to direct the CIA; his incompetence became fairly evident with multiple CIA failures.  Mr Obama shifted Panetta to the Pentagon after appointing General Petraeus to run the CIA. 

At the Pentagon, Panetta was relatively harmless; but Petraeus had his work cut out for him in undoing Panetta's damage.  The CIA politicos worked relentlessly to undercut Petraeus, and succeeded in undermining his credibility by leaking information about his affair to the FBI -- and the Media [following their pattern of destroying Porter Goss - W's appointee].

Bottom Line:  We're not sure who the new CIA Director will be, although we've speculated and made our recommendations.  But, with the reemergence of the DIA Clandestine Service as the equal of CIA, the DNI [Jim Clapper] can now exercise his true role in managing the entire Intelligence Community -- no longer dealing with the CIA as an independent agency.

We wish the DIA Director, Mike Flynn, all the luck in the world.  We trust the new CIA director will be capable, and we hope the new Secretary of Defense won't dismantle Mike Flynn's new organization.
