Tucker on Israel's WW3


I'm taking the liberty of re-posting Tucker' Carlson's commentary on 

Mark Levin's (Israel's) warmongering


Levin has gradually morphed from an objective political commentator on a variety of topics, to beating the war drums, as Israel's propagandist, to draw us into a war with Iran, as well as to initiate WW3 for the greater good of Israel, even if it means destroying the planet to satisfy a demented Netanyahu.

Now that all the evidence of the actual nature of the WTC demolition by Mossad agents is being revealed, we can understand how we were drawn into perpetual war in the Middle East.  How many of our young soldiers died, were maimed, or permanently scarred mentally and physically fighting meaningless wars to gratify Israel in their Middle East land grab from Palestine/Gaza, Lebanon, and Syria.

Ultimately, we are watching the daily slaughter of Palestinians in Gaza, as IDF troops conduct individual and mass executions, and Israeli planes drop bombs on hospitals and schools, and snipers shoot children in playgrounds, and journalists reporting on the war.

We worry about terrorism globally - but we find we are allied with the most egregious terrorist on the planet!  

It's time to end that relationship!

Mark Levin was at the White House today, lobbying for war with Iran. To be clear, Levin has no plans to fight in this, or any other war. He’s demanding that American troops do it. We need to stop Iran from building nuclear weapons, he and likeminded ideologues in Washington are now arguing. They’re just weeks away. If this sounds familiar, it's because the same people have been making the same claim since at least the 1990s. It’s a lie. In fact, there is zero credible intelligence that suggests Iran is anywhere near building a bomb, or has plans to. None! 

Anyone who claims otherwise is ignorant or dishonest. If the US government knew Iran was weeks from possessing a nuclear weapon, we’d be at war already. Iran knows this, which is why they aren’t building one. Iran also knows it’s unwise to give up its weapons program entirely. Muammar Gaddafi tried that and wound up sodomized with a bayonet. As soon as Gaddafi disarmed, NATO killed him. Iran’s leaders saw that happen. They learned the obvious lesson. So why is Mark Levin once again hyperventilating about weapons of mass destruction? To distract you from the real goal, which is regime change — young Americans heading back to the Middle East to topple yet another government. 

Virtually no one will say this out loud. America’s record of overthrowing foreign leaders is so embarrassingly counterproductive that regime change has become a synonym for disaster. Officially, no one supports it. 

So instead of telling the truth about their motives, they manufacture hysteria: 
“A country like Iran can never have the bomb! They’ll nuke Los Angeles! We have to act now!” They don’t really mean this, and you can tell they don’t by what they omit. At least two of Iran’s neighbors — both Islamic nations — already have nuclear weapons. 

That fact should scare the hell out of Mark Levin. Yet for some reason he never mentions it. How come? Because it’s not the weapons he hates. It’s the ideology of the Iranian government, which is why he’s lobbying to overthrow it. It goes without saying that there are very few Trump voters who’d support a regime change war in Iran. Donald Trump has argued loudly against reckless lunacy like this. 

Trump ran for president as a peace candidate. That’s what made him different from conventional Republicans. It’s why he won. A war with Iran would amount to a profound betrayal of his supporters. It would end his presidency. That may explain why so many of Trump’s enemies are advocating for it. And then there’s the question of the war itself. Iran may not have nukes, but it has a fearsome arsenal of ballistic missiles, many of which are aimed at US military installations in the Gulf, as well as at our allies and at critical energy infrastructure. The first week of a war with Iran could easily kill thousands of Americans. It could also collapse our economy, as surging oil prices trigger unmanageable inflation. Consider the effects of $30 gasoline. But the second week of the war could be even worse. Iran isn’t Iraq or Libya, or even North Korea. While it’s often described as a rogue state, Iran has powerful allies. It’s now part of a global bloc called BRICS, which represents the majority of the world’s landmass, population, economy and military power. Iran has extensive military ties with Russia. It sells the overwhelming majority of its oil exports to China. Iran isn’t alone. An attack on Iran could very easily become a world war. We’d lose. None of these are far fetched predictions. Most of them comport with the Pentagon’s own estimates: many Americans would die during a war with Iran. People like Mark Levin don’t seem to care about this. It’s not relevant to them. 

Instead they insist that Iran give up all uranium enrichment, regardless of its purpose. They know perfectly well that Iran will never accept that demand. They’ll fight first. 

And of course that’s the whole point of pushing for it: 
To box the Trump administration into a regime change war in Iran. The one thing that people like Mark Levin don’t want is a peaceful solution to the problem of Iran, despite the obvious benefits to the United States. They denounce anyone who advocates for a deal as a traitor and a bigot.  {or, an Anti-Semite}

Steve Witkoff is a secret tool of Islamic monarchies.

The New OSS?

Since the DCS is now a point of general discussion, 

I'll publish the below chapter from the book I will publish this year. 


Recently, the visibility of the Defense Clandestine Service [DCS] has broadened, and many folks think it is a new creation.  In fact, it's been around since 1984, when I created it with the backing of CJCS General John Vessey, LTG Vernon Walters, Assistant Secretary of the Army Bill Clark, and Senators Goldwater and Helms who created supporting legislation to populate the program with the best qualified officers and provide a path for promotion of Case Offices to Flag Rank. 

Its early operational success was cited by the SSCI {Senate Select Committee on Intelligence}; and we had recruited a large number of senior officers and officials in foreign militaries and civilian governments. 

By 1990, the program, then known only by its classified codename [StarWatcher], had developed into a global operation, eventually with nearly 500 case officers deployed.  I remained as the Director of Operations until my retirement in September, 1990.  

Initially, we coordinated closely with CIA, but after several CIA double-crosses (one of which cost the life of an extremely well placed asset), we no longer provided the DCI with our operational or Source records, or the identity of our recruited agents.  [Of note, was the fact that our recruited Source was intimately familiar with Cuban involvement with Colombian narcotics, and promised to provide documentation on Colombian narcotics trafficking possibly linked to CIA.  Our suspicion was that the CIA linkage likely caused our Source's death.]

Under GHW Bush and Clinton, the CIA succeeded in undermining the DCS by imbedding CIA officers at the leadership and legal support teams - undermining its effectiveness and essentially putting it under CIA control.  It was re-energized under LTG Pat Hughes and stabilized by Lt General Mike Flynn.  Obama appointed David Shedd (a CIA officer as Flynn's deputy.  Obama then fired Flynn, promoting Shedd to DIA Director. 

Subsequent DIA Directors were weak in Intelligence backgrounds and leadership, but, the DCS survived attempts by these slugs to kill the organization. When Trump took office, he appointed LTG Scott Barrier, who had a very strong background in both tactical and strategic intelligence, and the DCS once again stabilized and grew. Biden appointed LTG (USAF) Kruze, whose background included intelligence assignments, though he personally had no understanding of the broad aspects of intelligence.  In Trump's second term, Secretary of War Hegseth fired Kruze after he leaked intelligence claiming Trump's attacks on Iran's nuclear facilities were ineffective.

Ultimately, the goal remains to dis-establish CIA as an operational espionage organization and replace it with the DCS since the CIA becamee a highly politicized Deep State operation.  In the first Donald Trump term, CIA was revealed to be involved in a series of highly questionable operations to dislodge President Trump - leading to Trump's total distrust of the CIA.  

Many Presidents have attempted to eliminate the CIA due to its politicization and corruption - but failed.  The concern is not over CIA's intelligence collection process, but rather its interference in the US political process - including the Intelligence Community undermining Trump's candidacy and Presidency.

The DCS as the solution was formed using Military officers and senior civilians as operatives, tasked solely to collect intelligence and identify global threat indicators and players.  Those Case Officers were selected based on education (advanced degrees), multiple languages fluency, area knowledge based on Military assignments (diplomatic/liaison/operations, and intellectual capacity to adapt to all types of friendly and hostile conditions. By charter, the DCS operatives would not be tasked with toppling foreign governments.  The DCS officers would, on occasion, be assigned to work with CIA operatives, but would not be subordinate to CIA Station Chiefs.

Sadly, a number of wannabes have claimed credit for creating the DCS, to include General James Clapper [a nasty political twit whose specialty was Electronic Intelligence.  (During his tour as Pacific Command J2, blocked all our DCS efforts to track and liberate US POWs remaining in Vietnam.)  

He was guest speaker at a dinner for active and retired Intelligence officers when he first claimed ownership of the DCS - and I called him out as a liar in front of the group.  

Clapper diagraced himself on his role as Director of NSA by lying to Congress about NSA's illegally spying on American citizens. (That prompted Edward Snowden to release documentation which clearly showed that Clapper had misled Congress; further, Clapper's deceptive responses led a by-partisan Congress to tighten restrictions on all elements of the Intelligence Community.  

Further along in his post-Military career in 2017, he would again disgrace himself by conspiring with democrat politician to "validate the Intelligence Community Assessment [ICA] to support a bogus 'Russian' operation alleging the Russians had manipulated the US election.  

In 2025, declassified Top Secret emails were released by the incoming DNI director (Tulsi Gabbard), citing Clappers's manipulating IC reports to seem to certify the ICA assessment of Russian election interference.by promoting Hillary Clinton's RUSSIA, RUSSIA story to derail the Trump campaign.  The principal conspirators included Clapper, CIA Director John Brennan, and FBI Director  James Comey.  (Why they have not been prosecuted for Sedition or Treason remains a mystery)

[Had it been my decision to make, I'd have prosecuted all three of these Perps. 

(That process may yet come to pass)]

 [I believe Clapper to be a disgrace to the uniform and complicit in the political weaponization of the Intelligence Community.

Since my compartmented SECRET [S/NORFORN/WNINTEL/LIMDIS] restrictions (after 35+ years) have now been declassified, I will provide several [in slightly redacted form for privacy purposes] as evidence of my role in creating this organization.  I'll also identify many of those involved since they are now deceased, but their families might appreciate their role in the building a new Intelligence Community asset - and neutering the CIA. 

I will also identify charlatan luminaries who have tried to claim credit for creating the DCS - several of whom you will recognize for their visibility on cable TV News (one claims to have been an Army major/LTC with first name of "Tony"! 

[Sad to say, one of these charlatans has managed to finagle a spot on Trump's advisory staff; I'll try to remedy that.]. I'll return to that charlatan later in this discussion.]

Having served with the CIA during the Vietnam War, I decided that if it were ever in my power, I would eliminate the CIA and replace it with Military Intelligence.  

[My assignments with the CIA were based on the 500th MI Group (Covert Action Operation 5310-03), on my language and Military combat skills, and, importantly, lengthy espionage training at Fort Holabird in Maryland.  

There was also the influence of the Bangkok Station Chief who objected to, and was repeatedly embarrassed by my very accurate reporting on local Military coups.  Thus, I found myself suddenly transferred into the midst of the "Secret War in Laos" where the Bangkok Station Chief assumed I would be killed in short order.  It was in those assignments I learned the depth of the incompetence of the CIA [which survived by integrating Military personnel to conduct paramilitary operations, and for which the deaths of US Military personnel were often reported as non-combatant since the Laos War did not officially exist]. 

After the war, I returned to the US where I attended the Army's Intelligence Career Course, along with 49 other MI officers.  We compared notes and stories Military failures and lack of coordination and compartmentation of Intelligence which were due to failures of Military leadership, compartmentation of specialties (the GREEN DOOR syndrome), and CIA's routine interference and degradation of Military Intelligence operations.  We would each remark that, had we known of the collation capabilities or operations of our Career Course classmates, our operational effectiveness would have increased exponentially.

[Among those who held the CIA in low regard was former DCI, Bill Colby, with whom I would late became friends, and who agreed with me the CIA was rotten to the core.)

With  the above as background, my classmates, and an occasional mentor, agreed to work toward building Military Intelligence into a professional operational organization, based on the original OSS, and which we could fashion an apolitical unit.


 GENESIS

General Bill Donovan
[Dropping back to the formation of the OSS [Office of Strategic Services]; on July 11, 1941, President  Roosevelt appointed William J. Donovan {AKA: Wild Bill} to head a new civilian office attached to the White House, the Coordinator of Information (COI).

Donovan was a lawyer and an officer in the National Guard, having servied under General Black Jack Pershing in WW1 and earning distinguished service combat medals from the French and the US Army - to include French Croix de Guerre and the US Medal of Honor as a Regimental Commander.

This new organization was charged with collecting and analyzing information which could affect national security by correlating such information and data, and briefing this information to the President, authorized departments, and authorized government officials. 


{I never met Donovan but I did meet his OSS retired operatives who provided me with background stories on Wild Bill and global OSS operations - giving me fodder for many of my own career and Intelligence operations, and, of course, my current BlogPosts}.

One OSS Officer's revelation was that, although Donovan was only a Brigadier General, all senior general officers in the meeting room would Stand at Attention when he entered the room. (his combat decorations outweighed those of the general staff officers). He had no regard for rank!]


President Roosevelt created the COI (Coordinator of Information) in July, 1941, to be headed by Donovan, who would then develop the OSS as an operational outgrowth of the COI.

The COI duplicated, but did not necessarily replace, functions carried out by the State/INR (Intelligence & Research), Office of Naval Intelligence (ONI), and the Department of War Military Intelligence Division (MID - primarily the Counter-Intelligence Corps (CIC)).  

A year later, FDR would issue an order creating the OSS, with Donovan as Director, reporting to and under the direction of the Joint Chiefs of Staff. 

MacArthur: REMF Hero
[All Blow & No Show!]
[General MacArthur, US "governor" of the Philippines (a position he inherited from his father), and certified glory-hound, wanted full control of all Intelligence and Military operations in the Pacific theater, and distrusted a junior general who had actual combat experience and a comprehension of the value of Intelligence.  MacArthur refused to accept ONI and Donovan's COI reports of Japanese plans to attack Pearl Harbor. He refused to have the OSS become a competitor in his Area of Operations [which would have revealed him as an incompetent buffoon].

[General Douglas MacArthur was the son Arthur MacArthur, a political soldier whose father was a powerful politician and Circuit Court judge, and his mother was the daughter of a wealthy industrialist. Arthur served in the Civil War as a lieutenant and was awarded (as a political sop to his father) the Congressional Medal of Honor for grabbing his unit flag and charging up a hill and seizing an enemy position - abandoned the day before his charge.  

Douglas MacArthur, in 1914,, was nominated for the Medal of Honor for conducting a "scouting (aka: reconnaissance) excursion in the Battle of Vera Cruz, conducted by US Marines and Sailors.  The US Army, at best, were on-lookers, playing no part in the battle; MacArthur's "reconnaissance" amounted to reporting on empty streets). In WW1, he was awarded the Distinguished Service Cross and seven Silver Stars (apparently because his father was famous, but not for any documented heroic activities).  

MacArthur would later take charge of attacking US Military Veterans "Bonus Army"when they assembled in Washington, DC, demanding that the US government make good on the promised Bonus Certificates for their Military Service.  MacArthur cleared their tent camps, their women and children, and used tanks to disperse them.  

MacArthur was later awarded a Medal of Honor for abandoning 72,000 US and Philippine forces in the Philippines in the face of a Japanese invasion - and on his escape on a Naval vessel, he announced "I shall return!" His dithering and failure to coordinate rescue operations led to the famous Bataan Death March during which as many as 25,000 US and Philippine prisoners died.  (An abandoned officer would lated grudgingly mention that MacArthur took the remaining stock of Coca Cola with him on his escape vessel.)

HOOVER

The same Intelligence challenge was the case in the Western Hemisphere which was the realm of the FBI: [J. Edgar Hoover] and the Coordinator of Inter-American Affairs (Nelson Rockefeller) who demanded that the OSS not operate in their "Spheres of Influence". 

[Hoover "died suddenly" of "Heart Stoppage" in 1972; some attribute his death to CIA which acted on the part of the Deep State to eliminate his obeisance to a foreign power.]

As a result, officially, the OSS operated only in Europe; but due to these restrictions, Donovan directed his OSS to conduct Covert operations globally in addition to their Overt visibility. 

{My association with retired OSS operatives derived from my family whose work associates in WW2 included Military personnel supporting Donovan.  Many of whom visited as dinner guests of my parents in Fort Leavenworth, Fort McPherson, Fort Bragg, and Washington, DC.  Several became luminaries in the creation of the post-WW2 Military Intelligence Branch and senior Staff positions [e.g., Assistant Army Chief of Staff - Intelligence}

Running parallel to the OSS were Infantry officers who were both Staff Intelligence Officers [S2/G2] and the Counter-Intelligence Corps (CIC) -- which was composed primarily of foreign nationals (e.g., Henry Kissinger) recruited into the US Army based on their language skills.  They were both interpreters and interrogators - but, generally with little or no Intelligence operational skills. Injured Infantry officers became rear-echelon staff analysts and strategists - but were highly skilled with combat experience and could recognize threats, as they emerged.

These rear-echelon strategists worked closely with Donovan's staff to design psychological operations, false flag operations, and tasked recruited prisoners of war to become highly valuable double agents. 

One valuable operation was Operation Dixie Cup, still not revealed in released Intelligence documentation.  

It was a dual pronged project in which two OSS officers were assigned to China to befriend the two Chinese leaders in their operations against the Japanese.  Willis Bird, a former Sears Roebuck executive, was tasked with "advising" Mao Tse Tung on operations against Japanese forces in China and Southeast Asia, to include establishing deep-seated espionage and sabotage networks from India, to Burma, to Indo-China (Thailand, Laos, Vietnam), Malaysia, and Hong Kong.  

[John Singlaub, later promoted to major general (and fired by President Carter), describes in his memoirs the varied operations he conducted with Chiang Kai-shek, most of which ended badly

MG Singlaub, a hero to the OSS society, was less than a hero.  I had dinner with him and Bird's daughter shortly before the 911 attack on the Pentagon during which I heard him on the phone discussing the use of a "bunker-buster".  His comment was "That should do it!" [Some years later, as we analyzed the 9/11 9/11 events did it become clear that the Pentagon's new hardened wedge was struck with a "bunker-buster" missile, not a commercial airliner.)  

Those OSS networks continued to function throughout the Vietnam War, during which I became heir to Bird's operations. I delighted in exploiting his espionage network throughout Indo-China, creating accurate operational reports linked to networks 30 years in the making. 

As World War II drew to a close, many of these highly skilled American OSS officers reverted to their pre-War civilian occupations, although the deep seated covert operations connected to the Italian Mafia in the US and Italy carried over into the post-war period as the CIA emerged as the stepchild of the OSS to carry out legal and illegal espionage operations, to include the assassination of foreign leaders. 

The new Intelligence organization, initially a subset of the State Department, consisted of second and third string case officers who enjoyed the status of diplomats without portfolio, without the expertise of their previous superiors in the OSS.  As the CIA grew, more case officers and agent handlers were required, and the CIA recruited State Police, ATF, BNDD (later the DEA), and academics.  In fact, the OSS recruitment of Mafia chiefs during WW2 to infiltrate and sabotage Nazi operations in Italy led to the corruption of the OSS and to the basic structure of the CIA.  

As the Mafia's involvement in illegal activities mushroomed into the narcotics trade, so too did the CIA in protecting the Mafia.  In fact, when the Bureau of Narcotics and Dangerous Drugs [BNDD] was created, former street cop and police chief John Ingersoll, worked closely with the CIA to penetrate narcotics operations in the US and Europe. Eventually, the BNDD became immersed in scandal, Ingersoll "resigned" and the BNDD was renamed the DEA.  

The footnote to this phase was the saga of CIA involvement in the drug operations [Black Helicopters, et al], which was coordinated by the young CIA case officer [George H.W. Bush] who worked with the Colombian cartels in the 1960s. He moved heroin through Burma, up to the Golden Triangle (his term), and down into Vietnam, targeting two million young US troops smoking marijuana laced with heroin, which became the basis for the Opium Epidemic in the US.  

As these troops returned home, they found the local marijuana lacking in the kick they'd experienced with the Vietnamese and Mafia suppliers were eager to meet the newly created demand. 

[Notably, Military Counter-Intelligence agents who reported the heroin content in Vietnamese marijuana were ridiculed by CIA Station Chiefs in Vietnam and Thailand and were transferred to assignments elsewhere - eliminating their reporting from reaching the national level.]

In the meantime, the CIA was growing on parallel paths; one was dedicated to espionage and paramilitary operations [e.g., in Vietnam and Laos, and Africa], while the other worked hand-in-glove with the Cartels.  In the background, Bush rose through the political ranks, becoming the Vice President under Reagan [whom he failed to assassinate], and was appointed the Drug Czar - a position in theory designed to combat the narcotics operations in the US.  In fact, Bush quietly continued his manipulation of the drug trade in his new position at the White House where he was privy to the Top Secret briefings he received on Military Counter-Narcotics operations. 

To cover the tracks of Bush's narcotics movements, he created the Iran-Contra scandal, complete with leaks to the Washington Post, and installing an attractive (though intellectually deficient) Marine officer to draw the heat of Congress - and the full attention of the American public.  Meanwhile, Bush's Central American narcotics trafficking, managed by the CIA Station Chief (Joe Fernandez), continued un-observed; Joe was rolled up on Iran-Contra charges, but not on narcotics trafficking.

[Among those briefings were monthly updates on the US Southern Command operations which I provided in the Old Executive Office Building on a monthly basis. In fact, Bush's invasion of Panama to arrest Noriega was based on my desk-side brief to Bush detailing Noriega's global network of 325 front companies engaged in trafficking narcotics, weapons, and humans.  (Bush was the White House insider identified in Clancy's "fiction book" Clear and Present Danger).  Bush, by arresting Noriega, gained control of those 325 Front Companies, and maintained Noriega in a Florida jail cell as his proxy director of those companies and their trafficking

(I became aware of Bush's narcotics role only after I retired from the Military in 1990) when a variety of information pieces and inexplicable events (to include multiple attempts on my life) came together forming a discernible pattern leading back to GHW Bush.]   

But, now you have a slightly better view of the CIA.  

That is not to say there were/are not highly professional officers in the CIA today; there are superb analysts, strategists, and operations managers who have nothing to do with narcotics. On the other hand, sometimes it's hard to tell.  

Then Director of CIA

In 1980, I was selected as the DCI Exceptional Intelligence Analyst by DCI Stansfield Turner, and was assigned to a highly coveted CIA position in the State Department Bureau of Intelligence and Research [aka: INR] as a financial and economic analyst (in civilian clothes) providing weekly briefs to Secretaries of State Al Haig, and later George Schultz, as a State Department/CIA officer "without portfolio".  Since my position reported directly to the Secretary of State, and to the US Ambassador at Large {Vernon Walters}, and ostensibly to the Director of Central Intelligence {DCI} {Bill Casey}.  My powers were undefined and virtually unlimited, as were my finances to travel the world and meet with ambassadors and CIA Station Chiefs with unlimited discretion.  

My travels were always preceded by a State Department official message (which I authored - and signed by the Secretary of State) designating my status as a "representative of the Secretary of State and the Director of CIA".  Naturally, this announcement served me well in my visits abroad.  

[Adding to my status was a luminary former director of the Westinghouse Nuclear Division {a colleague from Oxford University} at the Georgetown Center for Strategic and International Studies (CSIS), led by David Abshire, a personal friend of President Reagan. (Abshire and Senator Helms approved the nominees for Ambassador, so, I was sure to include a reference to Abshire in my introductory messages).

Ambassador-at-Large LTG Vernon Walters (an old OSS officer) invited me to be his clandestine intermediary with News Media luminaries to convey Top Secret information (which President Reagan had quietly declassified) for publication in the New York Times and Washington Post.

I would carry the material in an envelope, concealed in a folded newspaper, take a seat at the bar in the Mayflower Hotel, place the newspaper on the bar while I sipped my scotch.  The designated journalist would sit down at the bar, order a drink, and I would finish mine, leave my paper on the bar for the journalist, and exit.   


The next day, the "Top Secret" report would be published, front page, above the fold, in the NYT.

My position was quite powerful, as I was able to direct collection operations and programs, often with a simple phone call to CIA, NSA, or to the Pentagon.  At that time, the CIA published an unclassified daily [sometimes only weekly] regional report, supposedly drawn from local news outlets in countries around the world, - ostensibly to monitor local sentiment and below the international radar of global outlets.  

After examining this publication, I determined the content came from Agence France-Presse {AFP}, a highly respected French news outlet; but hardly what the analysts thought they were getting [i.e., they thought they were reading raw local news, not an international news syndicate's interpretation of local news reports around the world.  In essence, this document was nothing more than reading the equivalent of USA Today's reporting with their Leftist political twist - or rather, the French version of foreign events, and the French interpretation of their significance..  

I called the editor at CIA and advised her of my position at INR as the DCI Exceptional Intelligence Analyst (and formerly Editor of the Black Book at the Pentagon) and that I was stunned that she was passing off the French press services as raw Intelligence. If we wanted the French view of world affairs, we could subscribe to the AFP news service and shut down CIA's analytical division.

I suggested she transition to true Raw Intelligence from US embassies in which embassy employees would translate local newspapers and Radio/TV broadcasts and provide those reports with their own interpretations of the author's political slants.  

The editor followed my directive and passed it along to CIA Station Chiefs (COS) around the world, after which the Intelligence Community began receiving Raw reporting from each COS.  


Thus began what would later morph into a new Intelligence Collection Specialty now called the Office of Open Source Intelligence, in which Intelligence officers throughout the Intelligence Community specialize in "reading the newspapers" (OSINT).  {One might say the movie Three Days of the Condor was a prequel to this specialty, so I can't take full credit for this creation.}

It was in that assignment that I learned that the INR was more powerful {albeit sub-rosa} than CIA's Director of Operations.  Thus, after conducting a two year research assessment on political stability in emerging nations, I found that General Walters had recommended me to create and direct the US Southern Command's HUMINT operations.  I was to coordinate with the newly appointed Deputy Director of Operations [Dewey Clarridge] for Latin America, and was to report to General Paul Gorman, formerly serving as Pentagon Liaison to the CIA, who was promoted to four stars by the Chairman of the Joint Chiefs of Staff (CJCS) John Vessey {with whom I had briefly worked in Laos}.

I arrived in Panama in 1983, assuming I was to be merely a staff intelligence officer.  Much to my surprise, I was greeted at my hotel room by General Gorman's Aide {a Special Forces major}, who advised that the General had asked that I stop in to see him "at your convenience".  Growing up in the Military, my interpretation of "my convenience" was immediately, so I changed into uniform - to which the Aide responded "No, he meant it - at your convenience"; that was a hint that my status had shifted upwards a bit, so, off we went to the SouthCom headquarters in Quarry Heights. 

I was installed as General Gorman's "Special Intelligence Advisor" (without portfolio), unlimited budget and open (global) travel authorization, a team of NSA operatives, and a SpecOps team which would eventually grow into the US Special Operations Command, and TS/C credentials at the Pentagon, State Department, and the CIA.  At my disposal were the Special Agents of the 470th MI Group in Panama, and all the resources of the SouthCom staff officers.  In essence, no one on the staff was certain of my rank, but I was the target of the senior Army Staff officers who regarded me as a threat. 

[In one situation, I was challenged by the G-1 (Personnel Chief) on an action I was conducting.  I ran the operation anyway, and that colonel received a call from the Pentagon advising him that my actions were authorized by the Army Chief of Staff, CJCS, and the Secretary of Defense. He was royally chewed out for attempting to interfere with my mission and advised that his Military future was now in jeopardy.       I only learned of this back story through the colonel's staff who had all covertly listened in on the Pentagon phone call.  They were all stunned to see this arrogant colonel braced on the phone. - he was universally hated.  A sergeant from that office visited me in my quarters and recounted, in detail, the humiliation their colonel had endured.  He was universally hated and I became the hero of his staff.]

In my official capacity, I had free access to any CIA Station Chief, Ambassador, DEA chiefs,  Coast Guard, or "combined" compartmented operations.  The latter opened the door to British Intelligence (MI5 & MI6) operations in Latin America, which led to the identification of Noriega's global network of front companies involved in Human and Drug trafficking - which became President GHW Bush's justification for invading Panama and "arresting" Noriega - to use him as Bush's personal drug runner.

        Reorganization Act to encourage officers to serve in the DCS.
3) Developed MOUs and MOAs with the Intelligence Community,
    DOJ, NSA, and DEA for cooperative and efficient coordination of 
    intelligence operations [1984 - 90]. 
4) The SSCI cited the DCS operations as exceptional, producing 
    "extraordinary" intelligence products.


The original Defense Clandestine Service, an outgrowth of the Monarch Eagle concept, was created and implemented in 1984, code-named Star-Watcher. Its creation was backed by Senators Barry Goldwater and Jesse Helms, with the support of Chairman of the Joint Chiefs General John Vessey, Assistant Secretary of the Army for Manpower & Reserve Affairs (M&RA) William Clark and Deputy Assistant Secretary of Defense for Intelligence Frank Aurilio

It consolidated the existing clandestine intelligence programs of each of the military services into a single DOD program, thus eliminating duplication of effort and expense, and importantly, to provide a promotion path for Intelligence case officers to achieve flag rank. 

The Goldwater–Nichols Act was specifically designed to support this objective as service at the DOD level would count toward the joint service requirement to achieve flag rank. 

The objective of the DOD Clandestine Service was to target intelligence gaps in countries regarded as potential adversaries or sites of activities requiring a military response; these gaps had gone unaddressed under CIA priorities. DOD case officers are carefully selected and trained; most have advanced degrees, speak multiple languages, and are area experts. The Senate Select Committee on Intelligence praised the program for its exceptional productivity.  By the mid-1990s, the program had been undercut by President Clinton's directors of Central Intelligence, who preferred to be in full control of all espionage operations.
