The New World Order needed to be emplaced, piecemeal, 

 no one would really pay attention, so, when 0 made this 2014

proclamation demanding "emergency funding to fight EBOLA",

 he would become a "visionary" five years later.

AND, NOW, BIDEN HAS A NEW EBOLA EMERGENCY!

[What A Surprise!]

In 2012, anticipating his re-election and thus unlimited opportunities to seize control of the Government and the Private Sector, 0 hedged his bets in March 2012 by creating EO 13603, which he could implement in the off-chance that Romney might win.

                     [But, Romney handed 0 the election!]

[Bets were before the election that Romney had an easy win since 0 had done a thorough job of destroying the economy, displaying a flagrant disregard of ethics and imposing the disastrous 0bamaCare, blowing through billions of dollars in government investment schemes underwriting money-laundering schemes for his democrat cronies, and planning a "pandemic" employing an "Ebola" outbreak.]

However, 

0 was in no rush to declare a national emergency to implement this EO since he anticipated a Third Term, 

Or at worst, enabling Hillary to succeed him and appoint him to the Supreme Court - thus controlling two 

of the three branches of our government.

Both 0 and Hillary assumed they could control subsequent elections, 

so either of them would be able to use this EO to control America.

"I'll put you in jail!"

Surprisingly, the democrats lost - having manipulated only the Urban Vote, and Trump was elected overwhelmingly in 2016.

So, Trump was able to use 0's Executive Order, plus his own EO 13848 to implement the provisions of 0's EO in order to regain control of the country and prevent the implementation of a Police State by 0 or Hillary. 

Trump's EO 13848 also authorized the arrest of those officials who collaborated

with foreign entities involved in  "Foreign Interference with a US Election" - and, reportedly, those arrests, prosecutions, and sentences have been underway since 2017 [continuing through the present].

Here's a breakdown of 0bama's Executive Order [unchallenged by Congress]

            0's EO 13603 [issued in March 2012 prior to the election]

0bamaCare: A Prime Example

EO 13603 gave 0 power over

1) all food commodities and products for humans and animals; 

2) all forms of energy; 

3) all forms of civil transportation; 

4) all usable water from all sources; 

5) health resources; 

It also included forced labor such as military conscription; 

It authorized federal officials to  issue regulations to prioritize and allocate resources [and now we have a shortage of Baby Formula].

EO 13603 was 0's plan to control our economy and our lives in the event of a crisis "endangering our national security"

       [There were no checks and balances written into the EO]

This EO authorizes a "National Emergency Response" for

1) a cyber threat, and/or 

2)  an economic crisis to enable POTUS to take over trillions of dollars of retirement savings

Under an 0bama-declared "National Emergency", 0 could have 

nationalized: education, car companies, energy, school loans, and/or housing.

Dems were ready to Nationalize Everything

0 expressed his desire to seize trillions of dollars in private retirement savings. 

A "national financial crisis" would allow him to do that. 

In essence, our country stands at risk of being destroyed through legislation and Executive Orders which place an enormous and unchallenged amount of power in the Executive Office.

Since Biden theoretically could use these powers to destroy America, we would  expect Congress to start acting like our political advocates, rather than a bunch of greedy scoundrels interested only in enriching themselves.
